1.Identified issuer: a named legal entity, not a pseudonymous deployer
2.Fee configuration within protocol limits (1.25% all-in ceiling, downward-adjustable)
3.Contracts built to the published standard for their chain, shown on every token page
4.No discretionary admin key over fee routing; the sole reserved authority is a timelocked, downward-only fee reduction
5.Issuer retention above 10% carries a published vesting schedule with a cliff, and a lockup through the final checkpoint
